Google's Cache

I've realized that Google caches websites quite randomly and infrequently, and I was wondering if anyone has a good idea of the workings of Google's search algorithm...it all seems very secretive and proprietary. My sister is trying to get her blog cached in Google, and it's taking FOREVER.
